Job Title: Program Manager - Western Addition Literacy, Engage San Francisco
Job Summary: The Western Addition Literacy Program Manager for Engage San Francisco will provide the leadership necessary to develop and implement the University of San Francisco's research-based, coordinated, year-long literacy program in the Western Addition neighborhood of San Francisco.
This position builds on existing and emergent work being done by faculty at USF, teachers in Western Addition schools, and by local community partners to promote K-8 literacy. The Program Manager will play a lead role in creating a signature community engaged program for USF. The Program Manager will work with multiple constituencies: administrators and teachers in local schools and the San Francisco Unified School District; undergraduate students from across the University; School of Education graduate students and faculty engaged in field work and research; community partners working with youth year-round and after school to improve reading achievement and develop young people's identity as readers.
The specific literacy efforts that USF has in place with Western Addition partners include:
ESF Literacy Interns (undergraduate teacher education students who work in SFUSD schools);
USF America Reads Program (undergraduate work study students hired to be tutors in schools and after school programs);
Heart to Heart Summer Reading Program (Master in Teaching Reading students under the supervision of Dr. Helen Maniates who work collaboratively with community-based organizations to prevent summer learning loss);
Reading Year Round (an emergent year-round literacy program for youth at local afterschool programs run by community partners and Dr. Maniates).
The Program Manager will be part of a highly collaborative environment. This position reports to the Director of Engage San Francisco and is a McCarthy Center staff member.

McCarthy Center for Public Service and the Common Good, Engage San Francisco is a university-wide initiative that seeks to contribute to and support a vibrant, thriving community for children, youth and families in San Francisco's Western Addition and, by connecting to the Western Addition, enhance student learning and faculty research in the Jesuit tradition with key connections to the University of San Francisco's Mission and Vision 2028. Driven by community-identified needs, Engage San Francisco includes faculty, staff and students from all five colleges (Management, Nursing and Health Professions, Law, Education, and Arts and Sciences) at USF, and all the Divisions of the University of San Francisco. ESSENTIAL JOB FUNCTIONS
Program Design and supervision
Working with stakeholders within and outside USF, map the overlapping literacy programs and identify areas of synthesis and overlap.
Develop curriculum for and provide training, oversight and support to interns and HESA graduate student as they develop lesson plans. This can be done by drawing on the knowledge, skills and resources of colleagues in community and on campus. Content areas include: trauma informed approaches to literacy; culturally appropriate texts and literacy strategies.
Identify and procure materials to be used in programming.
Engage in ongoing investigation of best practices for the design, implementation, and assessment and evaluation of university-community partnerships and K-5 literacy development.
Work with diverse university-wide constituencies to bring coherence and articulation to multiple USF community engaged literacy projects.
Program Implementation and Sustainability
Hire, train and supervise America Reads Higher Education Student Affairs (HESA) Graduate Assistant.
Interview, hire, and provide orientation to student staff including: Undergraduate Teaching Education (UTEC) Students and HESA Graduate Assistant.
Recruit UTEC interns from School of Education as needed for ESF Literacy .
Work with key stakeholders in partner schools, community-based organizations, and at USF to develop schedules for placing interns and mentors in schools.
Develop, monitor, and as needed update procedures for required background clearances such as background checks and TB testing before interns and mentors are placed in schools.
Maintain regular communication with stakeholders including school administrators, schoolteachers and staff, USF interns and mentors, relevant USF faculty and staff, parents of child participants, and friends of the Literacy Program.
Regular site visits to local schools and community-based organizations.
Participate in Mo'MAGIC meetings and contribute to the Education subcommittee.
Support information management and program promotion, including partner contact information database update, print and electronic newsletter content, program updates on websites as needed.
Work with Director of Engage San Francisco and Director of the McCarthy Center to identify opportunities for continued financial support to sustain the Literacy Program.
Contribute to writing grant proposals for external funding
Program Assessment
In collaboration with colleagues, design and implement an overall evaluation and assessment system of the Literacy Initiative for use in continuous improvement and securing funding.
Share findings and implications for action from assessment with multiple constituents and key stakeholders within and outside USF to insure the Initiative's effectiveness and continual improvement.
Community and Professional Engagement
Work with community partners to build and sustain connections between in-school, after school, and summer programs in the Western Addition that also support young people's literacy development.
Disseminate program findings through professional conferences, convenings, and journals.
OTHER JOB FUNCTIONS:
As a member of the staff of the Leo T. McCarthy Center for Public Service and the Common Good: attend staff and board meetings, participate in staff professional development, and participate in relevant center-wide and university-wide events.
Some weekend and evening availability required.
MINIMUM QUALIFICATIONS:
Bachelor's degree in a relevant field or equivalent.
At least five years of significant experience in K-5 education, community outreach, non-profit experience and/or university administration.
High level of cultural competency and humility including a sensitivity to intersectional issues of race, class and the ethical dilemmas that may arise from the development of strong reciprocal campus and community partnerships.
Demonstrated ability to reflect upon and engage in conversations related to social identities and positionality.
Significant experience with and understanding of community-based organizations and/or government agencies.
Experience supervising student or paraprofessional staff.
Experience administering/coordinating programs including responsibility for developing and implementing new initiatives.
Strong oral and written communication skills.
Ability to establish and maintain collaborative relationships with faculty, staff, students, community leaders and University administration.
Knowledge of and ability to enact the mission, vision and values of the University of San Francisco, Leo T. McCarthy Center for Public Service and the Common Good, and Engage San Francisco.
PREFERRED QUALIFICATIONS:
Ten or more years of significant experience in community outreach, public administration, social work, non-profit leadership and/or college student services.
Proven experience in San Francisco neighborhoods, preferably in the Western Addition, and existing relationships with community leaders.
Knowledge and relevant experience related to K-5 literacy development, university community engagement, and program design, implementation, and assessment.
Significant experience with fund development strategies and practices including grant writing.
Significant experience with and understanding of university systems, practices, and procedures.
Proficiency in Microsoft Word and Excel, skilled at developing and utilizing databases, and proficiency with web-based research.
