The Georgetown University Initiative on Innovation, Development and Evaluation (gui2de) conducts empirical field-based research to assess the impact and effectiveness of interventions and policies aimed at empowering individuals in developing countries to improve their lives. Major research themes include governance and accountability, the promotion of agency in the delivery of health, education, and other public services, the role of mobile technology in development, and financial development and integration.

Job Overview

gui2de is recruiting a Data and Research Associate to support the Supporting Teacher Achievement in Rwandan Schools (STARS) project in Rwanda. The project is a joint undertaking with IPA Rwanda and co-principal investigators at other institutions.

STARS focuses on the transformative potential of aligning teacher management practices with learning aims for children's education in Rwanda, which is one of the top performing countries in sub-Saharan Africa in terms of access to education. STARS is currently being implemented as one of the key projects under the Embedded Evidence Lab, which is housed within MINEDUC and jointly supported by IPA Rwanda and Georgetown University.

The STARS team is working with MINEDUC, REB, and NESA to design and execute an annual sequence of adaptive experiments to measure and reward teachers' learning value added. This iterative approach will identify and adopt design dimensions that strengthen the learning impact of STARS by providing an opportunity to learn about the best ways to implement teacher performance contracts that align with learning outcomes, to generate evidence of the value of taking these to scale, and to build infrastructure and systems that will enable adoption of STARS at nationwide scale by MINEDUC.

The Data and Research Associate is based at Georgetown University, and travels to Rwanda as necessary. They provide analytical support at the direction of the Principal Investigators in responsibilities that may include but are not limited to:
  • Provide technical support to project research, including identifying data requirements, creating analysis plans, and complying with the research protocols and best practices
  • Cleaning, processing and analyzing STARS intervention and measurement data
  • Analyzing the nationwide CAMIS database and producing diagnostic reports
  • Working with in-country ICT partners to design, program, and launch teacher-level dashboards in CAMIS
  • Provide regular updates to gui2de's Executive Director, PIs, and STARS Program Manager on the status of analytical outputs and progress of research assistants
  • Contribute to STARS project materials and instruments as needed, including survey design, programming and independent assessment design
  • Contribute to analytical outputs requested by MINEDUC, NESA, and REB


Work Interactions and Work Mode Designation

Working under the Principal Investigators and the STARS Program Manager, the Data and Research Associate supervises several Student Research Assistants.

Requirements and Qualifications
  • Bachelor's degree - preference for Master's in public policy, data analytics, economics, or a field related to international economic development
  • 3-5 years of experience or an equivalent combination of education and work experience
  • Extensive experience with data management and econometrics
  • Advanced knowledge of Stata and R
  • Strong written and oral communication skills are required.


Preferred Qualifications
  • Knowledge of Survey CTO
  • Experience supervising data collection and teams of field workers, designing surveys and implementing programs


The salary range for this position is between $54,616 and $70,000.
