The successful candidate will join our utilities department team helping to oversee and manage multiple utility systems for our campus of over 1,500 acres serving over 65,000 staff, students and faculty. For our Civil Engineers these include our Drinking Water, Secondary Water, Natural Gas Master Meter, Storm Water, and Sanitary Sewer systems.
Whether we are reviewing new construction documents for 21st century buildings, or upgrading aging infrastructure from the 20th and sometimes the 19th centuries, there is always a variety of assignments to keep the work interesting.

Responsibilities
Additional responsibilities for either position above include but are not limited to:
- Responsible for developing, maintaining and analyzing water, wastewater and stormwater hydraulic and hydrology models. Calibrating models using field data, modeling what-if scenarios for future growth and expansion of utility systems.
- Maintain multiple water distribution systems hydraulic models. Systems include culinary and secondary water. Knowledge and experience with EPANET or WaterGEMS, or similar water modeling software.
- Maintain hydraulic models for stormwater and wastewater systems using software such as Bentley SewerGEMS and StormCAD, HEC-HMS, or EPA SWMM, or similar.
- Utilize GIS software for modeling, mapping, data collection, analysis and decision-making support.
- Perform hydrologic/watershed modeling, stormwater modeling, and rain-on-grid pluvial modeling.
- Participate in the development of civil engineering related design standards for construction projects.
- Conduct plan and project reviews. Review design and construction plans for conformance with policies, standards, and accepted engineering practices; meet with architects, engineers, and developers to provide review of development concepts and design.
- Provide technical support during construction, including site visits and addressing field issues.
- Assessment and evaluation of utility and infrastructure data including evaluating record and as-built drawings, maintenance and operations data, and field data.
- Perform engineering studies and written reports on surveys, investigations, utility placements and alignments, and system modeling
- Prepare reports for completed work and contribute to business development efforts, including proper archiving and documentation of program data
- Assist with development of long-term utility infrastructure plans, including system upgrades, expansions, design alternatives, and modernization efforts.
- Collaborate with cross-disciplinary teams, engineering firms, contractors, and stakeholders to support the delivery of a variety of projects from their inception to final completion.
- Collaborate with capital projects and development teams on utility design, construction, and rehabilitation projects.
- Evaluate system risks and implement solutions to mitigate operational disruptions.
- Must have excellent communication skills and thrive working in a team environment
- Project/Task management, including reporting to project managers and completing assignments within budget and schedule constraints
Minimum Qualifications
EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor's degree = 4 years of directly related work experience).
Department may hire employee at one of the following job levels:
Civil Engineer, II: Requires a bachelor's (or equivalency) + 4 years or a master's (or equivalency) + 2 years of directly related work experience.
Civil Engineer, III: Requires a bachelor's (or equivalency) + 6 years or a master's (or equivalency) + 4 years of directly related work experience.
Preferences
- The ideal candidate will have a background involving the delivery of utility infrastructure planning, design, and construction, with a solid foundational understanding of municipal civil infrastructure such as water, wastewater, and stormwater systems and works well in a collaborative, problem-solving team environment.
- Knowledge and experience with hydraulic and hydrology modeling software for water, wastewater, stormwater systems.
- Knowledge and experience with modeling high temperature or chilled water systems, using AFT Fathom software or similar would be ideal.
- Experience in leading technical tasks and/or projects with preference to those involving modeling utility systems.
- Demonstrated project work / capabilities in numerical modeling, data analysis with background in quantitative hydraulic/hydrologic processes.
- Minimum of 5 years of progressive experience in utility hydraulic modeling and infrastructure engineering design.
- Working knowledge of GIS software (ArcGIS Pro) for mapping, data collection, and analysis.
- Experience working for a public, municipal, or investor-owned water and/or wastewater utility, public works department, or engineering consulting firm is beneficial.
- Certification as a Professional Engineer in Utah, or willing to obtain license within 5 years.
