The position is part of the University's Office of Human Resources, within the Chancellor's Division. The department provides a wide range of customer-focused HR services, including:
- Recruitment and employment for all university positions, including EHRA faculty, non-faculty, SHRA, Exempt Professional Staff (EPS), temporary and student employees
- EEO compliance, classification and salary administration
- Performance management, professional development, and training
- Records management, policy and procedural administration
- Employee relations, HR information systems & data reporting
These services comply with guidelines from the University of North Carolina system's UNC Policy Manual The Code, the N.C. Office of State Human Resources, and federal and state laws. The department supports nearly 900 benefits-eligible staff, and approximately 300 temporary employees and students.
Primary Purpose of Position:
The primary purpose of the Human Resources Consultant is to support the department of Facilities Management (Operations, Maintenance, Planning, Construction and Design), by providing overall leadership and management for all human resources/personnel matters. This position is responsible for maintaining confidentiality of all information, understanding and communicating policies, procedures, and guidelines, and recommending solutions as an extension of the Office of Human Resources.

Job Duties and Responsibilities:
The Human Resources (HR) Consultant serves as a strategic human resources partner primarily supporting the Facilities Management department (Operations, Maintenance, Planning, Construction and Design) providing expert-level guidance and operational support across a broad range of HR functions. This position's primary responsibility is to manage training and professional development initiatives, full-cycle recruitment, performance management, and disciplinary processes. The HR Consultant works closely with leaders, supervisors, staff professionals, and the Office of Human Resources (OHR) to advance university and strategic initiatives and uphold the university's commitment to effective people management. This position will serve as an extension of the Office of Human Resources with a primary location in the Facilities Management department and is responsible for maintaining strict confidentiality of all information, communicating policies, procedures, and guidelines, and collaborating directly on all personnel matters with OHR leadership.
Key responsibilities include:
Workforce Relations Management - 30%
- Serve as the primary on-site HR point of contact for Facilities Management leadership and staff, functioning as an embedded extension of the Office of Human Resources while maintaining alignment with university, State, and UNC System policies, priorities, and leadership direction
- Manage employee relations, including coaching supervisors, facilitating disciplinary processes, and resolving personnel matters in accordance with OSHR, UNC System The Code, and university policy and procedures
- Serve as a subject matter expert on human resources policies and procedures - interpreting, communicating, and implementing both internal university policies and applicable state and federal regulations
- Ensure departmental compliance with all personnel-related policies, procedures, and legal requirements; identify and proactively address compliance gaps
- Process all SHRA and EHRA personnel actions following initiation by the supervisor
- Develop and maintain position descriptions and vacancy notices; route personnel actions initiated by the supervisor through appropriate approval channels
- Coordinate all employment and separation processes for employees across all classifications, ensuring accuracy, timeliness, and compliance at each stage, in consultation with the Director of Workforce Development and Employee Relations
Training and Development - 25%
- Lead the design, development, and delivery of customized training programs addressing performance management, disciplinary processes, human resources policy compliance, and professional development for supervisors and staff
- Assess departmental training needs through data analysis, employee feedback, and consultation with department leaders; develop targeted learning solutions that address identified gaps
- Assign specialized training to Facilities Management staff using the university Learning Management System, track participant progress, and provide data analytics and completion reports to department leadership
- Develop training materials, Standard Operating Procedures, job aids, and reference guides that support ongoing learning and reinforce key human resources concepts in accessible, practical formats
- Evaluate the effectiveness of training programs through participant feedback, performance outcomes, and other metrics; continuously improve content and delivery based on results
- Partner with Facilities Management leadership to develop and maintain a comprehensive annual training calendar aligned with institutional priorities and compliance requirements
- Maintain knowledge of trends as it related to human resources employment law, best practices, and workforce development; integrate updated knowledge into training content and departmental guidance
- Actively participate in internal and external professional development opportunities to maintain and expand expertise
Recruitment and Talent Acquisition - 25%
- Manage all aspects of full-cycle recruitment for assigned departments across all employee classifications - including EHRA, SHRA, temporary, student, and biweekly positions
- Partner with hiring managers to develop accurate job descriptions that reflect position requirements, attract qualified candidates, and align with university classification standards
- Work closely with the Classification and Compensation team to finalize and post new and revised positions
- Submit and route vacancy notices through the internal talent acquisition system, ensuring all required documentation flows through proper approval channels - including budget office and vice chancellor review - and tracking each posting through completion
- Screen and evaluate candidates using legally compliant selection practices; schedule interviews and actively participate in the selection process
- Provide hiring managers with interview best practices, structured interview questions, and evaluation criteria to support fair and effective selection decisions
- Ensure a professional and positive candidate application and interview experience
- Support all hiring actions accurately and efficiently, ensuring proper documentation, background check coordination, and onboarding preparation for selected candidates
- Ensure all recruitment activities comply with applicable federal and state employment laws, EEO requirements, and university policies
Employee Recognition - 10%
- Design, implement, and manage a variety of employee recognition programs that celebrate achievement, promote morale, and reinforce a culture of appreciation and belonging
- Collaborate with department leaders and the Office of Human Resources staff to identify recognition opportunities and ensure programs are equitable, meaningful, and aligned with institutional values
- Evaluate the effectiveness of recognition initiatives regularly and recommend enhancements to keep programs fresh, relevant, and impactful
- Coordinate recognition events, communications, and award presentations in collaboration with the Facilities Management team
File, Record, and Report Management - 10%
- Maintain the confidentiality and integrity of departmental personnel files in compliance with applicable privacy laws and university policy
- Coordinate the timely and accurate transfer of personnel information to the Office of Human Resources for inclusion in official employee records
- Oversee the maintenance of EHRA, SHRA, temporary, student, and biweekly employee files, ensuring completeness and accuracy
- Compile and prepare personnel data reports to support departmental financial forecasting, budget planning and workforce analysis
This position is Mandatory Personnel: Employees whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.
Management Preference:
- Substantial human resources knowledge and experience working in a large, complex organization
- Working knowledge of all aspects of human resources processes and procedures, including recruitment, classification, compensation, policy administration, organizational development, organizational culture, and HR information systems
- Highly skilled and experienced using online employment systems, Adobe, Banner HR, and the array of Office 365 products
- Excellent written and verbal communication skills
- Excellent organizational and problem-solving skills
- Ability to work independently and in collaboration with team members
- 2-5 years of human resources experience at a university or State of North Carolina agency
