Position Description
Create, negotiate, review, and draft contractual agreements between Texas Tech University and federal, state, private, and foreign organizations. This position is for the Office of Research Service at Texas Tech University only. About the Department and/or College


Major/Essential Functions
  • Review, draft, negotiate, and approve complex sponsored research agreements, contracts, and related legal documents while ensuring timely completion and compliance with institutional requirements. These legal documents include, but are not limited to, research project award agreements, Federal contracts and subcontracts, inter-agency agreements, non-disclosure agreements, master agreements, consortium agreements, material transfer agreements and other documents.
  • Analyze contract terms and conditions, identify institutional risks, and communicate required revisions or exceptions to sponsors and funding agencies.
  • Ensure contractual compliance requirements are identified and verify that appropriate institutional controls and processes are in place to meet obligations.
  • Review terms and conditions in draft contracts, requests for proposals and funding program guidelines and provide the required documentation to communicate the institutions exceptions.
  • Collaborate with the Office of Research Commercialization to address intellectual property provisions and related matters in sponsored research agreements.
  • Coordinate with the TTU Export and Security Compliance Director and faculty investigators to resolve export control considerations associated with research projects and agreements.
  • Facilitate and monitor the submission of required project reports and other sponsor deliverables throughout the award lifecycle.
  • Maintain expertise in federal and state regulations governing sponsored programs, including Federal Acquisition Regulations (FAR), agency-specific supplements, and Texas laws.
  • Utilize and maintain proficiency in electronic research administration systems used by federal, state, and private sponsors for proposal submission and award management.
  • Provide leadership and operational support within the Office of Research Services by assisting with staff training, mentoring contract specialists and research administrators, solving complex award management issues, and contributing to other activities and special projects as assigned by the Assistant Vice President and/or the Director of Research Services.


Required Qualifications
Bachelor's degree and at least three years of legal experience or seven years of contract review experience. Additional job related experience may be substituted for the required education on a year-for-year basis.


Preferred Qualifications
Masters degree or JD and four years progressively advance experience in administering federally sponsored research in an academic setting. Education beyond bachelors level may substitute for required experience on a year-for-year
basis.

Pay Range
$53,900 - $70,100 - $86,200
