Technical Project Manager

Job Summary

The UEN Project Manager leads technology projects for the UEN Enterprise IT, working closely with Network Operations and Security, Instructional Media, and Professional Development, Internal Teams, vendors and external customers. This role translates project goals into actionable plans, facilitates collaboration across technical and non-technical teams, and ensures successful delivery of IT solutions that support UEN core values and services. The PM operates with independence, using standard project management approaches to organize work, manage stakeholders, and drive project execution in a fast-paced, complex environment.
Technical Project Managers
Establish project teams and provide overall direction for technical projects from initiation through to delivery. Perform project requirements, estimation, and budget management. Formulate project scope and delivery strategies and establish milestones/schedules. Maintain and report project status and monitor progress of all team members. Gather required data from end-users to evaluate objectives, goals, and scope to create technical specifications. Serve as liaison between technical and non-technical departments in order to ensure that all targets and requirements are met. Keep leadership informed of key issues that may impact project completion, budget, or other results.

Responsibilities
Technical Project Managers
Job Description:
o Role Overview
Lead the planning, coordination, and delivery of IT projects from initiation through completion.
Manage project status, risks, issues, timelines, and resource needs while aligning projects with business and technical objectives.
Direct cross-functional teams to deliver new systems or enhance existing solutions using Agile methodologies.
o Project Planning and Delivery
Define project scope, objectives, deliverables, schedules, and milestones.
Track progress and ensure projects remain on schedule and aligned with organizational goals.
Identify project risks and implement mitigation strategies.
o Technical Leadership
Establish and lead project teams while overseeing technical initiatives through implementation.
Gather and analyze business and technical requirements and translate them into actionable project plans.
Serve as a liaison between technical teams and business stakeholders.
Team Leadership and Communication
Provide leadership and guidance to project team members and promote collaboration.
Facilitate meetings and maintain clear communication of project progress, risks, and issues.
o Budget, Governance, and Reporting
Manage project budgets, resources, and project documentation.
Ensure adherence to project management standards and change control processes.
Provide regular status updates to stakeholders and leadership to ensure projects meet technical requirements, budgets, and deadlines.

IT Specific:
Strong knowledge of enterprise IT architecture, infrastructure, and system integration principles.
Hands-on understanding of network environments, circuit delivery, cloud platforms, and multi-site technology deployments, system integration.
Knowledge of current and emerging IT technologies.
Expertise in data migration strategies, API integrations, and system interoperability across enterprise platforms.
Working knowledge of cybersecurity frameworks, regulatory compliance standards, and risk mitigation within IT environments.
Interpret technical documentation, solution designs, and outside entities specifications to ensure alignment with technology standards.
Collaborate effectively with engineers, architects, external customers and vendors by translating business needs into technically sound solutions.

Conducts complex, important work under minimal supervision and with wide latitude for independent judgment.Requires a bachelor's (or equivalency) + 6 years or a master's (or equivalency) + 4 years of directly related work experience.This is a Career-Level position in the General Professional track.Job Code: P35243



Minimum Qualifications
EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor's degree = 4 years of directly related work experience).
Department may hire employee at one of the following job levels:
Technical Project Managers, I: Requires a bachelor's (or equivalency) + 2 years of directly related work experience or a master's (or equivalency) degree.

Technical Project Managers, II: Requires a bachelor's (or equivalency) + 4 years or a master's (or equivalency) + 2 years of directly related work experience.

Technical Project Managers, III: Requires a bachelor's (or equivalency) + 6 years or a master's (or equivalency) + 4 years of directly related work experience.



Preferences
o Minimum Qualifications Education and Experience
Bachelor's Degree in Business, Management Information Systems, Computer Science, or a related field
4+ years of project management experience
Equivalent relevant experience performing the essential functions of this job may substitute for education degree requirements. Generally, equivalent relevant experience is defined as 1 year of experience for 1 year of education and is the discretion of the hiring manager.

o Preferred Qualifications
Scrum Master Certification
Project Management Professional (Project+, PMP) Certification or willingness to obtain.
Experience in technology and/or higher education
Experience with Agile development
