Primary Purpose of Organization Unit:
The mission of The University of North Carolina at Pembroke's (UNCP) Facilities Planning and Construction Office (FPC) is to provide professional administration for design and construction of capital improvement projects. FPC is dedicated to improving and expanding all physical facilities in support of the teaching, research and service missions of UNCP. FPC seeks to accomplish this by providing timely and efficient professional services in a fiscally sound manner throughout all phases of project development. Also, FPC further strives to ensure that each design for a new or renovated facility provides a safe and accessible environment for the public while complying with state and federal codes and regulations.
Primary Purpose of Position:
The position is assigned as a Project Manager under the supervision of the Director of Planning and Construction in Facilities Management. The position will ensure successful project delivery (scope, budget and schedule compliance) on multiple assigned projects. The position is charged with developing clear project scopes and objectives; involving relevant stakeholders; ensuring technical feasibility; coordinating internal and external resources; continuous monitoring and reporting on project progress; maintaining comprehensive project documentation from project start to finish.
Job Description:
80% Project Management *
- Responsible for leading teams of professionals in completing projects by a set deadline to uphold business initiatives. Coordinate internal resources and external consultants/contractors/vendors for the successful execution of projects.
- Ensure that projects are delivered on-time, within scope and within budget. Ensure resource availability and allocation.
- Develop or approve program/project specifications in accordance with engineering principles, standards and codes.
- Perform inspections to ensure that proper procedures are followed. Develop a detailed project plan to track project progress.
- Use appropriate verification techniques to manage changes in project scope, schedule and costs. Measure project performance using appropriate systems, tools and techniques. Report and escalate issues to management as needed.
- Manage the relationship with the internal project clients and stakeholders. Experience organizing and facilitating meetings, including creating agendas, guiding discussions, and reviewing outcomes. Perform risk management to minimize project risks.
- Establish and maintain relationships with consultants, contractors and vendors.
- Create and maintain comprehensive project documentation from project start to finish.
- Possess experience or knowledge of maintaining a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives which includes Quality Control, Quality Assurance, and Quality Systems.
15% Administration
- Effectively communicating verbally and/or in writing information to stakeholders, contractors, designers, engineering firms as well as the Financial and Administration team. Their duties include dividing up their budget for different project aspects and advocating for additional funding when necessary, hiring freelance professionals or selecting project team members from existing departments and setting or adjusting project schedules to adhere to deadlines.
- Ability to organize workload, processes, or physical objects and spaces.
- This element includes the time required to perform the administrative tasks required of a UNCP Facilities Management Project Manager. It includes multiple required UNCP training courses, routine administrative tasks (time/leave reporting, etc. performance appraisals and work plans). Participate in designer interviews by way of Facilities Management search committees. Evaluate and grade designer introduction packages, participate in virtual and in-person interviews.
- Use appropriate verification techniques to manage changes in project scope, schedule, costs as well as milestones and deliverables.
- Measure project performance using appropriate systems, tools, and techniques. Ability to participate with the process of contract and project scope negotiations.

Assist other departments within the Facilities Operations Department with a variety of tasks that may or may not involve a specific trade when asked by supervisor or administration and perform other related duties as assigned by supervisor.
