General Purpose
Under general direction of the Personnel Commission, plans, organizes, controls and directs a variety of classified human resources functions in conformance with the Merit System Article in the California Education Code; supports the Personnel Commission's activities and serves as its Executive Secretary; and performs related duties as assigned.

Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Plans, organizes, directs, controls, integrates and evaluates the work of District staff assigned to the Personnel Commission; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; submits the approved Personnel Commission budget to the Board of Trustees for approval and subsequently to the County Office of Education; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages the performance of staff; directs and oversees staff selection; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by executive management, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
  • With other members of senior management, participates in the development and implementation of District strategic plans, goals and objectives; leads and directs department staff in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in department work processes.
  • Meets regularly with the Commissioners, Chancellor, vice Chancellor of Human Resources and union representatives regarding critical problems, achievements, improvements, recommendations and on requirements and restrictions of law, rules and policies related to Personnel Commission matters; confers with managers, employees and representatives of public and private agencies concerning Personnel Commission matters.
  • Serves as Executive Secretary of the Personnel Commission; prepares the Order of Business, presents staff reports and recommendations, and directs the preparation and maintenance of official records and minutes; prepares the annual report of the Personnel Commission and a periodic summary of key statistical data as outlined by the Personnel Commission; provides technical expertise, conducts special studies and makes recommendations to the Personnel Commission and District management related to organization, staffing and workforce utilization; recommends rule changes to the Commission and prepares and promulgates notices of proposed changes/amendments; attends meetings of the District's Board of Trustees as the official representative of the Personnel Commission.
  • Recommends whether hearings should be conducted by the Personnel Commission or a hearing officer; makes necessary arrangements for hearings including subpoenaing of witnesses and production of records; serves as hearing officer as directed by the Personnel Commission.
  • Develops and administers a recruitment plan covering all classified positions within the District; directs the implementation of classified position requisition posting system, recruitment, examination and selection of employees, ensuring compliance with all applicable procedures, policies, laws and regulations; plans and coordinates recruitment activities including job announcements, applicant sourcing and job fairs; evaluates or oversees the evaluation of all recruitment, testing and selection processes to ensure job-relatedness and fairness; identifies potential deficiencies and ensures steps are taken to eliminate artificial barriers to employment; identifies recruitment and other methods and approaches to increase representation of sub-parity groups at all levels of District employment.
  • Directs and coordinates, in consultation with Human Resources, the classification and compensation functions for the District; administers classification and organization studies for new and existing positions at all levels within the classified system; ensures accurate and current classification specifications; recommends changes to the classification plan and allocation of positions; recommends new classes and the reclassification of existing classes; presents recommendations to the Personnel Commission and/or governing board; chairs or serves on related committees; makes recommendations accordingly.
  • Directs and participates in the audit of classified personnel assignments for compliance with rules and regulations and certifies that assignments are made in accordance with the merit system provisions of the California Education Code and the rules of the Personnel Commission; directs and participates in investigations of complaints regarding violations of merit system provisions; directs investigations of protests of examination procedures/results, appeals from applicant rejection, and withholding of eligibility certification by applicants, candidates and eligibles; processes, conducts and recommends on employee appeals to disciplinary actions.
  • Provides assistance and information to managers across the organization in interpreting Merit System rules, policies and procedures, as well as the classified/labor agreement as it pertains to the Merit System.
  • Directs the conduct of salary surveys and wage studies; reviews the interpretation of data and recommends changes in compensation for positions and classes.

    OTHER DUTIES
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
  • Serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.
  • Participates in shared governance processes and initiatives.
  • Performs related duties as assigned.

  • Plan, organize and direct a comprehensive classified personnel program and the activities of the Personnel Commission and its staff.
  • Understand, interpret, explain and apply Board, Personnel Commission, state and federal laws, codes, regulations, policies and court decisions governing the District's human resources management programs for classified employees.

    EDUCATION AND EXPERIENCE
    Graduation from an accredited college or university with a bachelor's degree in human resources, public administration, business administration or a closely related field, and at least seven years of progressively responsible experience in a human resources position with at least two years of experience in recruitment, assessment, selection, and job classification/compensation. Experience must include supervision of professional and technical staff. An equivalent combination of training and experience may be substituted.

    LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
    A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

    APPLICATION REVIEW AND ASSESSMENTS
    The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire.Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

    The assessment process will include a competency assessment (30% weight) and an oral interview assessment (70% weight). Passing score is 75% out of 100% on each assessment section.
