Position Description
The Assistant Facility Security Officer (AFSO) will assist the Critical Infrastructure Security Institute Facility Security Officer and ensure security measures within the facility are followed. The AFSO is required to take applicable training courses to understand fully the complexity of the requirements levied by their duties. Experience in implementing federal security regulations and obtaining rulings, interpretations, and acceptable deviations for compliance with regulations. This job is fully on site and includes being on call to respond to incident reports.

About the Department and/or College


Major/Essential Functions
  • Support the SSO/FSO with on-site physical security of a complex family of facilities.
  • Serve as an additional Point of Contact (POC) for guards regarding secure spaces.
  • Assist the SSO/FSO with the development, implementation, and monitoring security policies, procedures, and controls to ensure compliance with federal regulations (e.g., NISPOM, DoD 5220.22-M).
  • Conduct personnel security clearance processes, including initial applications, reinvestigations, and periodic updates.
  • Send visitor access requests for official travel through DISS.
  • Manage onboarding and offboarding processes for personnel.
  • Contribute to the oversight of physical security measures such as access control, visitor management, surveillance systems, alarms, and badge systems.
  • Conduct security education, training, and awareness (SETA) programs for cleared personnel.
  • Prepare for and participate in audits, inspections, and self-assessments conducted by the Defense Counterintelligence and Security Agency (DCSA) or other agencies.
  • Conduct security briefings and debriefings.
  • Conduct periodic self-inspections of the security program.
  • Work with the SSO/FSCO to keep the National Industrial Security System (NISS) updated.
  • Maintain adherence to DD-254(s).
  • Investigate security violations and incidents; prepare and submit appropriate reports.
  • Maintain required security documentation, records, and Standard Operating Procedures (SOPs).
  • Support emergency planning, evacuation procedures, and safety compliance related to security.
  • Liaise with government security agencies and internal and external customers in support of program-related activities.
  • Provide direct security support to the Texas Tech University Health Sciences Center, as needed.


Required Qualifications
Bachelor's degree in a related field, with at least 3 years of experience in complying with federal government regulations. Must possess the ability to obtain and maintain a security clearance from the Department of Defense. This includes having U.S. citizenship and undergoing a background check and fingerprint clearance process by a separate agency.

This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews.

Pay Range
$86,800 - $112,900 - $138,900
