Position Description
Performs compliance activities concerning research security risks and export control concerns at the university and the compliance with federal regulations, including export control regulations, sponsoring agencies policies and procedures related to export controls, and university policies related to safeguarding research integrity and security. The Research Security Specialist (RSS) will also be responsible for assisting with the administration of the government security program in accordance with federal regulations, guidelines, and intelligence community directives. Due to the nature of the duties of this position, this role will require the individual to obtain a Secret level security clearance. This position is reserved for use in the Office of Export and Security Compliance.
Major/Essential Functions
- Work with the Assistant Director and Director to develop and implement an effective export control and research security compliance program that aligns with regulatory requirements and institutional policies.
- Assist with the development and delivery of ongoing training, education, and guidance to campus pertaining to export control and research security risks.
- Ensure compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), the Office of Foreign Assets Controls (OFAC) regulations, and other import/export laws.
- Prepare, review, and maintain records and other documentation related to research compliance, proper authorizations, etc.
- Assist with TTU's export control license applications, including drafting license applications to be submitted to regulatory agencies when applicable.
- Assist with the development of technology control plans (TCPs) as needed and conduct monitoring of implemented TCPs.
- Assist in the export control terms and conditions in sponsored program proposals, awards, procurement agreements, and ancillary agreements.
- Assist the Assistant Director and other TTU units to develop and implement the University's Research Security Program in response to the requirements of the National Security Presidential Memorandum 33 (NSPM-33), CHIPS (Creating Helpful Incentives to Produce Semiconductors) & Science Act, and the NDAA (National Defense Authorization Act, annually updated), as well as regulations that have been adopted by federal agencies related to these and other requirements.
- Assist the Facility Security Officer in the implementation and management of TTU's industrial security program.
- Maintain facility clearance records.
- Perform other related work as needed.
- Stay up-to-date on relevant regulatory and policy changes to ensure continued compliance and best practices.
- Participate in appropriate professional organizations such as AUECO, NCMS, ECTI, etc. with some domestic travel to professional seminars and conferences.
Required Qualifications
Bachelor's degree in a job-related field plus three (3) years of experience in export control compliance, higher education, research compliance, or industrial security; OR Master's degree in a related field plus one (1) year job-related experience.
Must be eligible to obtain a SECRET level national security clearance. U.S. Citizenship is required upon date of hire because this position must be eligible to evaluate information contractually restricted to U.S. Citizens by the U.S. Government.
This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews.
Preferred Qualifications
- Ability to interpret federal regulations and communicate them to faculty and staff in an understandable manner. Knowledge of EAR, ITAR, and OFAC laws and regulations.
- Strong analytical and problem-solving skills.

- Excellent written and verbal skills.
