POSITION PURPOSE: Under direct supervision of the Assistant Vice President and Chief Budget Officer, with daily lead direction from the Senior Resource Planning & Budget Analyst, the Budget Analyst I performs entry-level professional budgeting work to assist in administering the campus budget program. The Budget Analyst I supports the Senior Resource Planning & Budget Analyst in performing basic tasks related to campus-wide budget, including budget to actual analysis, revenue and expense projections, and special CSU reporting and tracking (i.e., FIRMS, one-time funding, deferred maintenance, and capital projects), following established procedures and guidelines. The Budget Analyst I also collaborates with the Office of Human Resources and other campus departments on routine budget, position control, and reporting activities.
DUTIES & RESPONSIBILITIES:
General Budget Duties
- Under guidance of the Senior Resource Planning & Budget Analyst, assist with performing, reviewing, and analyzing a variety of basic accounting and financial activities to support the development, monitoring, and reconciliation of the university's operating budget.
- Collect, organize, and enter financial data into spreadsheets and budget systems to assist with the preparation of the campus-wide budget.
- Respond to routine customer inquiries by providing accurate budget information or referring complex matters to the Senior Analyst.
- Assist with analyzing and reconciling requests, transfers, and other budget related activities.
- Assist with preparing adjustments, budget (journal) entries, reports, and budget/expenditure transfers.
- Review transactions for correct coding and assignment of revenues and expenditures, assisting with errors or inconsistencies with direction from the Senior Resource Planning & Budget Analyst.
- Prepare and update basic schedules, spreadsheets, and tracking documents for various funds and accounts.
- Assist with preparing basic fluctuation analysis (actuals vs prior year, actuals vs budget, actual vs projections).
- Maintain accurate and organized budget records, documentation, and financial records in accordance with established procedures.
Position Control Duties
- Support position control activities in coordination with the Office of Human Resources and other campus departments.
- Assist in verifying the accuracy of salary and position funding information, ensuring consistency between HR and budget data.
- Work with the Senior Resource Planning & Budget Analyst and HR staff to identify and resolve discrepancies in funding or position data.
Reporting Duties
- Assists with compiling and organizing budget data used to prepare recurring and ad hoc financial reports for internal and external stakeholders.
- Gather information from various budget and accounting systems to support reporting requirements for CSU and campus management (e.g., FIRMS, one-time funding, deferred maintenance, and capital projects).
- Prepare standard financial summaries, schedules, charts, and reports for review by the Senior Resource Planning & Budget Analyst or Chief Budget Officer.
- Ensure data accuracy and completeness by reviewing reports for obvious errors or omissions prior to submission.
REQUIRED QUALIFICATIONS:
EDUCATION & EXPERIENCE - Equivalent to a bachelor's degree in a related field. Relevant education and/or experience which demonstrates acquired and successfully applied knowledge and abilities may be substituted for the required education on a year-for-year basis.
SKILLS, KNOWLEDGE & ABILITIES (SKA's) -
- Regular and reliable attendance is required.

- General knowledge of financial, budgetary, and accounting principles and practices.
- General knowledge of the purpose, functions, and fiscal organization of the campus(es); principles of position control and budgetary alignment.
- General knowledge of the principles and practices of public finance, administrative personnel, fiscal management and cash-flow management; research techniques and statistical principles and procedures.
- Proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.
- Knowledge of or ability to quickly learn the financial structure and financial procedures of the CSU.
- Ability to analyze and review the budgets and financial practices of the campus(es), communicate clearly and present basic budget information in a clear, concise, and professional manner.
- Ability to prepare basic financial statements and reports; understand and interpret laws and rules.
- Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
- Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
- Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
- Excellent communication skills; ability to effectively communicate information in a clear and understandable manner.

- Excellent computer skills and competence with a variety of computer, databases, on-line systems, Internet as well as online calendaring and email.
- Working knowledge of or ability to quickly learn University infrastructure.
- Must be willing to travel and attend training programs off-site for occasional professional development.
- Must be able to work overtime, occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
PREFERRED QUALIFICATIONS:
- Three (3) years or more of budget or accounting experience.
- Master's Degree in related field (business, accounting, public administration).
- Experience in PeopleSoft environment.
- Demonstrated skills in an institutional/educational environment
PHYSICAL DEMANDS: SEDENTARY WORK - involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.

SPECIAL CONDITIONS:
