Job Summary:
The Child Welfare Training & Advancement Program (CWTAP) in the School of Social Work is currently seeking applicants for a CWTAP Director. This position is part of the College of Professional Programs at Eastern Washington University.
The Child Welfare Training and Advancement Program (CWTAP) is a partnership between the Washington State Department of Children, Youth & Families (DCYF), University of Washington (Seattle and Tacoma), Partners for Our Children, and the Alliance for Child Welfare Excellence. CWTAP prepares baccalaureate and graduate-level social work students for a career in public child welfare. The program admits current and prospective DCYF employees attending Eastern Washington Universitys Bachelor of Arts in Social Work (BASW) and Master of Social Work (MSW) program(s).
- The Director is responsible for the overall development, coordination, and administration of CWTAP for all CWTAP sites, staff, and students. The Director works directly with the Office of Field and Part-Time Program Directors regarding practicum placement of CWTAP students. The Director acts as a liaison with social work faculty and provides oversight of the CWTAP contract integrity, budget management, and ensures federal regulations are met. The Director is expected to develop and maintain ongoing relationships with DCYF in all six (6) regions, as well as other stakeholders for the CWTAP.
- The Director supervises CWTAP staff consisting of field instructors, program coordinators, and a fiscal specialist throughout the state in Cheney, Spokane, and Everett. The field instructors and program coordinators are stationed at various DCYF offices. The Director oversees CWTAP communication and provides instruction and consultation to the field instructors, program coordinators, and fiscal specialist regarding CWTAP operations, policies and procedures.
- The Director is responsible for the development and implementation of a plan for recruitment, application, selection and retention of CWTAP students. This requires active recruitment efforts at key times throughout the year in an effort to maximize enrollment, including marketing CWTAP during BASW and MSW application and enrollment periods for the full and part-time programs, as well as conducting interviews for admission into CWTAP soon after students are informed of their admission into the EWU Social Work programs.
- The salary for this position is $91,284 (minimum) up to $127,795 (end-range). The end range for this position may be considered or merited due to exceptional education, experience and skill consideration.

Required Qualifications:
- A Master of Social Work (MSW) degree from a CSWE accredited program.
- A minimum of 48 months of progressive experience planning, administering, supervising, or training professional staff in child welfare services or a related field.
- Experience working with local, state, federal and tribal agencies.
- Experience in program administration and development.
- Experience as a practicum instructor, educator or teacher.
- Ability to work independently, as well as collaboratively.
- Demonstrated experience working in diverse communities and commitment to culturally responsive practice.
- Possess strong written and verbal communication skills including the ability to produce correspondence and reports.
- Demonstrated commitment and enthusiasm for the profession of social work and public child welfare practice.
- Ability to travel, including overnight and air travel.
- Valid Washington State Drivers License and reliable transportation.
- Ability to pass background check.

Job Duties:
Management
- Manage and coordinate CWTAP at the various sites (Cheney, Spokane, Everett and Vancouver).
- Facilitate regular meetings with program staff and students.
- Maintain student files to meet the requirements of DCYF and our federal partners.
- Conduct administrative functions associated with students who may request a leave, withdraw or be terminated from CWTAP.
Budget
- Monitor budget and program expenditures. Assist in the development of the annual CWTAP plan and budget including negotiations with the Alliance and DCYF.
- Review and approve quarterly CWTAP tuition disbursement amounts to ensure accuracy and compliance with contract.
Grant Administration
- Work with CWTAP fiscal specialist in preparation of invoices and quarterly and annual reports.
- Coordinate with field instructors, fiscal specialist and program coordinators to ensure all Title IV-E requirements are being followed.
- Stay informed on changes in grant requirements and legislative updates and attend national IV-E roundtable meetings as necessary.
- Ensure IV-E certification forms are completed and filed appropriately according to state and federal regulations.
- Develop a program that provides an educational climate that challenges students to expand professional skills, knowledge, and values; including culturally competent services for a diverse client base.
Collaboration
- Work with SSW Director of Field to assist field instructors in the development of quarterly syllabi for foundation and advanced field placement practicums.
- Work with SSW Director of Field to assist field instructors in developing and facilitating practicum seminars.
- Work with SSW Director of Field in developing practicum opportunities for students that follow Title IV-E guidelines and meet School of Social Work standards and policies.
- Strive to increase positive perceptions toward child welfare practice among students, faculty, DCYF and the community.
- Meet with students at least annually to seek their feedback on CWTAP, identifying strengths and areas for improvement.
- Participate in local and statewide CWTAP and partnership meetings.
- Work with UW and UW-Tacoma in the planning and implementation of the annual CWTAP Student Institute.
- Regularly host the Student Institute on a rotating basis with UW.
- Work with field instructors and students in developing presentations for the annual Student Institute.
- Explore, develop and promote collaborative partnerships with our grant Partners and the community.
- Represent CWTAP and the EWU School of Social Work at Regional Advisory Group meeting(s) and DCYF Regional Management team meetings.
- Serve as a liaison between DCYF and EWU CWTAP.
- Collaborate with the EWU School of Social Work, including the Chair/Director, MSW Program Director, BASW Program Director, Field Director, and Graduate Advisor to promote enrollment of students into CWTAP and the BASW and MSW programs, coordinate practicum placements for CWTAP students, resolve any CWTAP student issues and assist the Social Work program in any efforts to aid students in their educational success.
- Collaborate with the CWTAP Directors at the UW School of Social Work in Seattle and UW Social Work Program at UW-Tacoma, the Alliance Director, Partners for Our Children (P4C) and other members of the Alliance to coordinate services, including the annual update of the CWTAP plan and budget, maintaining an updated operations manual, and the development of CWTAP evaluation efforts.
Recruitment, Supervision, and Support
- Develop ongoing student recruitment efforts focusing on the full- and part-time program sites, designated DCYF sites, and surrounding communities and tribes.
- Recruit and hire staff and field instructors as needed.
- Supervise program staff consisting of field instructors, fiscal specialist and program coordinators.
- Work with field instructors to ensure CWTAP instruction and content is current and meets IV-E guidelines.
- Participate in and develop curriculum in the area of child welfare.
- Prepare annual evaluations of staff and faculty working with CWTAP in collaboration with School of Social Work Chair/Director and Personnel Committee.
Conditions of Employment:
