Clackamas Community College (CCC) seeks to hire a Program Specialist,

PURPOSE OF POSITION

:

Provide "concierge" services to small business clients and answer a multitude of questions concerning all stages of business development (startups as well as existing). Must be able to determine what type of assistance the client requires by asking questions and assessing appropriate needs to deliver information on classes, workshops, programs, appointments, and referrals to other service providers. This position is the first contact (walk in, telephone, and internet) with the Clackamas SBDC to provide services to small business owners in Clackamas County - "the Face of the SBDC".

Work as part of a team with SBDC Director, instructors and counselors, as well as Oregon SBDC Network (OSBDCN), business and community partners, to respond to training and business development needs of small business clients through planning and implementing training, recruitment and SBDC program development projects. Coordinate the delivery of SBDC training events and programs. Schedule and orient part-time instructors; manage class logistics; evaluate classes; and facilitate student registrations and payments. Create promotional flyers and assist in marketing SBDC classes and programs to businesses and individuals. Ensure confidentiality and compliance with college, state, federal, FERPA, accreditation, and grants contract requirements.

ESSENTIAL JOB FUNCTIONS

:

1. Client Support (30%)
1.1. Pre-qualify clients by asking questions, giving referrals, recommending workshops and programs, and making appointments when appropriate.1.2. Order and maintain office supplies and equipment, manage training events and scheduling.





2. Training and Event Coordination (30%)

2.1. Create and enter training event information in Center IC database to meet state and federal reporting requirements and to post event information on the Oregon Small Business Development Center Network (OSBDCN) public website.2.2. Produce training event reports and quarterly counseling reports from Center IC database as requested by SBDC director, public affairs department, community partners, business counselors, and OSBDCN office. Add new clients, update information, as well as keep track of export issues in Center IC database. 2.3. Coordinate all components of on- and off-site class set up and delivery, including ensuring instructional department/division paperwork and approvals are in place, instructional materials, student registration, class evaluations, and completion of reports required by the OSBDCN office.





3. Construction Contractors Board Coordination (20%)

3.1. Respond to all questions regarding education requirements for the Construction Contractors Board (CCB). Prepare all materials, certification, and input of student information into CCB database, monthly reports and continuing education requirements.
3.2. Proctor CCB exams.





4. Department Support (20%)

4.1. Coordinate and provide communications between TAPS Division, Veterans network, Growth wheel certifications, Small Farm SBM curriculum, and Connections for Business & Industry (CBI).
4.2. Respond to all questions regarding continuing education requirements for Landscape Construction Board (LCB), along with quarterly updates of qualifying continuing education (CE) hours.
4.3. Communicate with business clients, cashiers, Registrar's office, grants accountant, and OSBDCN staff as needed to problem solve and create procedures to accommodate requirements of college, OSBDCN and funding partners (SBA, Oregon Economic Development Department, Veteran's grant, etc.).
4.4. Coordinate and perform administrative duties to assure SBDC network grant compliance requirements for Veterans Programs.
4.5. Develop and sustain positive relationships with business clients and agency partners. Create marketing materials, including flyers, and e-mail marketing pieces, as well as provide all materials for workshops and programs. Promote SBDC classes and programs.
4.6. Develop and maintain office forms and procedures to assure organized processing for information and requests. Update all brochures and flyers for workshops on a quarterly basis.

GENERAL JOB FUNCTIONS:

  • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in college committees when requested.
  • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

Qualifications



REQUIRED QUALIFICATIONS

:


  • Associate's Degree in education, business or public administration, or related field AND three years' relevant experience in business educational program/project coordination, OR Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

  • Knowledge of program planning and administrative activities, including marketing, promotions and budgeting, related to workshops and training programs for small business owners and managers.

  • Knowledge of word processing, spreadsheet, presentation, desktop publishing, internet, and email applications.


SPECIAL REQUIREMENTS OR LICENSES

:

Driver's license valid in the State of Oregon.

PREFERRED QUALIFICATIONS:
  • Bilingual Spanish/English
  • Experience in small business management (owning and/or managing a small business).
  • Knowledge of SBDC funding and community partners and college policies and procedures.
  • Training and/or experience with Colleague, Oregon SBDC Network Center IC database and spreadsheet software applications, and knowledge of FERPA requirements.
  • Experience with Small Business Management (SBM), and Veteran SBM programs.

WORKING CONDITIONS

:

The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.

The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.

SUPERVISORY RESPONSIBILITIES

:

Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel, and may assign work to student workers.
