OFFER OF EMPLOYMENT:

The offer of employment to the person selected for this position is contingent upon successful completion of a pre-placement physical exam at district expense; submission of a current tuberculosis test clearance; proof of eligibility to work in the United States; fingerprint clearance; approval by the Board of Trustees; and a credit check.

Basic Function and Other Details:
MiraCosta Community College District in coastal, north San Diego County, California, invites applications for the position of Vice President of Administrative Services to begin in January 2019. The position is open until filled. The submission deadline for the first screening of applications is Monday, October 22, 2018.

The district will be separating the existing Vice President, Business and Administrative Services (VPBAS) position into two positions -- Vice President, Administrative Services (VPAS) and Vice President, Human Resources (VPHR). The BAS division is being restructured to better focus on the college's efforts over the next decade. Human Resources will be removed from the division, and the division name will be changed to Administrative Services. The newly created Administrative Services division will oversee facilities, contracts, purchasing, and the $455 million Measure MM bond. This change will allow the VPAS to oversee additional program and project management duties. The Human Resources division will focus on functions critical to recruiting, hiring, and developing employees. The newly created VPHR position will allow for more focus on labor relations, compliance, Title IX, professional development, and diversity, equity, and inclusion (DEI) goals.

The district is now recruiting for the VPAS and VPHR positions simultaneously. The screening and interview committee for each position will select and interview candidates from their respective applicant pools. Each committee will forward a smaller group of finalists for a second-level interview with the Superintendent/President. Only the single most qualified candidate from this combined group of finalists will be hired, either for the VPAS position or the VPHR position. The incumbent VPBAS will then be placed in the remaining VP position.

THE POSITION

The Vice President, Administrative Services (VPAS) is responsible for developing and executing administrative services strategy in support of the overall plan and strategic direction of the district, specifically in the areas of financial services, accounting, investments, payroll, budgeting, cashiering, contracting, purchasing, material management, capital construction and facilities/infrastructure planning and maintenance. The VPAS functions as a strategic administrative services advisor, and articulates administrative services needs to the executive management team and the Board of Trustees regarding key organizational and management issues, programs, policies and procedures, and provides guidance on managing complex matters.

Representative Duties:
ESSENTIAL DUTIES & RESPONSIBILITIES

Management

1. Develops, implements, and manages the strategic direction required to achieve organizational success in support of the district's mission, strategic plans, goals, and objectives.

2. Plans, develops, organizes, implements, directs, and evaluates the practices, initiatives and performance of the fiscal services, facilities, and purchasing and materials management departments that allows the district to meet its administrative services needs, close critical gaps in competencies, and create and drive organizational effectiveness.

3. Develops, implements, and enforces administrative services-related policies and procedures.

4. Measures long- and short-term effectiveness and growth of administrative services people and processes; implements necessary organizational change initiatives.

5. Manages the use of existing, new, and emerging technologies to support the administrative services division.

Fiscal Services

6. Oversees and directs the development and management of the college and the administrative services division budgets and other financial measures.

7. Oversees and directs the cash management and investment of district funds.

8. Oversees and directs the development and management of internal controls to ensure long-term district financial health and stability.

Capital Construction and Facilities Maintenance

9. Analyzes and develops capital and maintenance program proposals.

10. Oversees the coordination of building space layout and facility expansions.

11. Directs, participates in, coordinates, and administers the district's capital and maintenance budgets.

12. Plans and directs a broad range of operational, construction, and maintenance activities/programs to sustain the district's infrastructure and support the delivery of services to students, staff, and faculty.

Purchasing and Materials Management

13. Oversees negotiations with vendors for the purchase of all materials, supplies, equipment, and services used by the district.

14. Oversees and participates in the bidding and awarding of contracts.

15. Oversees and directs the district's mail services, shipping and receiving, distribution and courier services, warehouse operations, central stores, records management, fixed asset management, surplus disposal program, and hazardous materials program.

Workplace

16. Operates in an ethical and sustainable manner; leads administrative services-related activities that promote and support transparency, sustainability, and ethical sound governance practices.

17. Maintains compliance and alignment of administrative services programs and policies with relevant laws and regulations.

18. Leads activities including educating employees on the legality of administrative services-related programs, establishing metrics or other criteria to measure and track compliance, and ensuring organizational systems and processes facilitate the collection, analysis, and reporting of relevant data. Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following MINIMUM QUALIFICATIONS:

1. A bachelor's degree from an accredited college or university.

2. Eight years of progressively responsible related experience.

Desirable Qualifications:
DESIRABLE QUALIFICATIONS 1. BA/BS degree preferably in finance, business administration, construction management, construction engineering, or a related field from an accredited college or university. 2. MBA or MA/MS degree in finance or a related field from an accredited college or university. 3. Community college business experience.

Licenses and Other Requirements: A valid California driver's license and the ability to maintain insurability under the district's vehicle insurance program.
