Position Information
Reports directly to the Chief Campus Counsel, UCR (campus and IP matters) and with a dotted line to the Deputy General Counsel-Health Sciences & Services or designee (health law and biomedical research matters), University of California, or designee. Serves as lead counsel on health law and related legal and clinical matters for UCR's School of Medicine and on research compliance/research legal matters for the Department of Research and Economic Development, and serves as Senior Counsel on other general legal matters for the campus. Provides legal advice to UCR leadership including the Vice Chancellor for Health Sciences and Vice Chancellor for Research and collaborates on system-wide initiatives with other health and IP lawyers in the Office of the President and at other UC Health campuses. Interprets complex facts and law in areas of high ambiguity. Supports contract officers in negotiations, due diligence and drafting of definitive agreements in connection with smaller health care affiliations and research and technology transfer agreements, and monitors outside counsel in connection with more complex transactions. Also, works closely with and provides legal advice to risk managers, human resources and compliance officers. Assures compliance in supported affiliations with applicable law and regulation including federal and state fraud and abuse laws, antitrust laws, and laws governing tax-exempt organizations and bonds. Manages internal legal investigations and provides legal support to independent/non-privileged internal compliance and misconduct proceedings.

Relevant practice experience in a law firm, or in-house counsel for an academic institution, corporation or other entity.

Advanced written communication skills and ability to create and deliver effective materials and/or presentations appropriate to a particular audience.
Skills to gain trust and build credibility with a broad group of colleagues and clients, to include senior leaders.
Demonstrated ability to distill large quantities of information and to generate creative approaches to legal challenges facing a health system associated with a major research university.
Ability to work well under conditions of heavy workload, frequent hours outside normal business hours, rapidly changing priorities, and deadlines requiring immediate action.
In-depth knowledge of and experience counseling clients in connection with health care operations and affiliations, as well as research and technology transfer operations and agreements, including demonstrated strong grasp of laws and regulations governing health care providers (in particular hospitals and physician groups) and payers, and research organizations, and relationships between and among providers, payers, and industry partners.
