Position Information
Under the direction of the Campus Architect/Assistant Vice Chancellor of Planning, Design & Construction, the Director of Capital Planning is responsible for managing the capital planning unit in providing the campus with planning services in support of creation and implementation of the campus capital improvement program, including annual update of the long-range Capital Financial Plan, and strategizing implementation of major renovations, new construction, infrastructure and landscape projects, and capital renewal. This position advises the Campus Architect and the Vice Chancellor of Planning, Budget & Administration in assessing and prioritizing campus capital needs and responding to directives related to the capital program from the UC Office of the President. The Director supervises and manages the work assignments of professional capital planning staff, working closely with Environmental Planning, Physical Planning, Project Management, the Campus Architect, Financial Planning & Analysis and the office of the Chief Financial & Administrative Officer (CFAO) to ensure consistency with University and campus policy and process to obtain appropriate capital and financial approvals.


Minimum Requirements
Solid knowledge/skill in comprehensive complex planning operations management.
Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
Demonstrated organizational, analytical, written and interpersonal communication skills, including strong negotiating skills and highly developed political acumen.
Broad knowledge of planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, and state/federal legislative processes.
Demonstrated skills in employee supervision and HR administration.
Solid skills to quickly evaluate complex issues and identify resolution.
Solid organizational and customer service skills to effectively manage multiple priorities.
Broad knowledge of architecture, urban design, city planning or landscape architecture, including solid knowledge of building design or planning in a large-scale public or institutional setting.
Solid knowledge of common computer application programs.
Broad knowledge/skills in human and fiscal resources administration, including strong leadership and problem recognition/avoidance/resolution skills.
Demonstrated skills to effectively motivate others.


Preferred Qualifications
Ability to understand and analyze UC capital policy and process to determine approval requirements for capital program and projects and manage preparation of supporting documentation.

Broad knowledge of planning, design and construction concepts, including familiarity with integrated planning, functional space programs, design and construction drawings, and project budgets and schedules.
